can you tell us about your experience? >> there were a lot of anticipation about how people would respond. at first, we had to get in front of people to direct them from their habits. early morning, they are more into carrying their coffee and going inside of the elevator and then spilling their coffee to hit the keys. we got right in front of them, stopped them and told them exactly what they had to do. that helped out a lot. the other thing that helped were the lights in the lobby would tell them where the elevator was. a lot of these systems have not done that. we were the first to do that. the nice thing is we've got less spills in the lobby, too. you get into the elevator in the morning, and somebody is standing in front of the buttons and you cannot get to it. people are fighting each other, spilling coffee and stuff, so this works out well. once you get inside, you are going to the floor that you have already decided on the outside. it really helped traffic flow and security as well. >> would you say your experience

i don't use that language actually. i don't use antifederalists unless the people described accepted it or it appears in a quotation because it suggests there were parties. there were no parties. national parties did emerge in the 1790s out of congress first of all in divisions over hamilton's financial plan and over foreign policy, and here jefferson and madison became the leaders of what became known as the jefferson republican party, and they opposed the centralizing trend of the washington administration particularly in so far as washington being influenced by hamilton, and, of course, they didn't like john adams and his administration either, so you did get the beginning of a kind of party politics there. then they kind of die off by the 1820s, and emerge again, so you have the jacksonian democrats and what was known as the wig party, and they fall apart in the 1850s when you get the new republican party of the lincoln who opposes the old democratic party, and those actually were some tendencies still with us. it's

the item is before us. supervisor chiu: colleagues, i think the capital planning committee and all the city departments working on this. chairperson chu: you have made a motion to send this item for? supervisor chiu: yes. chairperson chu: with regards to the request for the rec and park bond to be moved until 2012 -- i support leaving it where it is in the capital plan. the november 2012 election cycle -- from now until then, the department has the burden of proof to demonstrate that a bond would have the public support to move it forward. to the extent that we do not see much progress with regard to determining specific projects, we as a board could not put it on the ballot. i would still require affirmative action by the board of supervisors to put it on. i feel comfortable that we will have another check with the department of four it is done. on the streets plan, the areas i am least comfortable with in the capital plan is the streets plan. i understand the deferred maintenance, but i am less comforted
